Who We Are
Founded in 2016 by CEO Patricia Berger, Empowering Integrated Care Solutions was built on a foundation of lived experience supporting individuals with intellectual and developmental disabilities (IDD). Members of our leadership team have a personal connection to individuals with IDD, providing a deeper understanding of the challenges individuals and families face and the importance of compassionate, effective care.
This perspective guides our work as we develop services that address the complex and evolving needs of individuals with IDD and co-occurring mental health conditions. Our team combines clinical expertise with real-world understanding to help individuals build independence, strengthen well-being, and live meaningful lives in their communities..

Empowering Integrated Care Solutions has been CARF accredited since 2018. CARF accreditation is an internationally recognized symbol of quality that reflects an organization’s commitment to excellence, accountability, and continuous improvement in service delivery.
The rigorous accreditation process includes:

NADD Membership
The National Association for the Dually Diagnosed (NADD) is a leading organization dedicated
to improving services and supports for individuals with intellectual and developmental disabilities (IDD) and co-occurring mental health conditions.
Empowering Integrated Care Solutions has been a proud member of NADD since 2017. Our
clinical staff hold the NADD Competency-Based IDD/MI Dual Diagnosis Specialist
Certification, a nationally recognized credential that demonstrates advanced expertise in
supporting individuals with dual diagnoses.
This certification reflects our commitment to delivering high-quality, evidence-informed care
tailored to the unique needs of individuals with intellectual and developmental disabilities and
mental health conditions.

Research shows that nearly 70% of people with intellectual and developmental disabilities (IDD) have experienced at least one traumatic event in their lifetime—often multiple (Scotti et al., 2012). Trauma-responsive care is a person-centered approach that integrates an understanding of trauma into policies, procedures, and daily practice to promote safety, stability, and healing. Its purpose is to reduce the long-term impacts of trauma and support the healing journey.
At Empowering Integrated Care Solutions, trauma-responsive care is foundational to everything we do. Every team member providing direct services completes comprehensive training to enhance their ability to support each individual effectively.
We’ve partnered with Aldridge Palay Consulting, a recognized leader in trauma-responsive systems for the IDD and mental health fields, to provide this essential training. Their approach combines neuroscience, mental health, and systems-level strategies—built on decades of experience in human services—to create environments that are safe, supportive, and healing.
Empowering Integrated Care Solutions is proud to collaborate with Dr. David L. Hussey, PhD, LISW-S, who provides consultative research support related to our integrated clinical framework for addressing complex mental health and behavioral challenges. In this role, Dr. Hussey works collaboratively with our team to provide academic insight that informs the ongoing refinement of our clinical model.
Dr. Hussey is an Associate Professor at Case Western Reserve University’s Mandel School of Applied Social Sciences and specializes in mental health, trauma, violence, and substance use disorders, bringing more than 45 years of clinical experience to his work. Dr. Hussey also serves as Director of the Mandel Leadership Fellows Program and Associate Director for Research at the Begun Center for Violence Prevention Research and Education, and has designed and led numerous innovative treatment programs.
This collaboration reflects our commitment to advancing evidence-informed practice through academic partnership and expert consultation to enhance the quality of care for the individuals we serve.
University of Missouri–Kansas City (UMKC), Institute for Human Development
Empowering Integrated Care Solutions is collaborating with the UMKC Institute for Human Development, LifeCourse Nexus to integrate the Charting the LifeCourse (CtLC) framework into person-centered planning for individuals with intellectual and developmental disabilities. As part of this collaboration, we are developing new initiatives to apply LifeCourse tools and principles within behavioral health services and community-based supports to better serve individuals and families with complex needs.
Community Partners
Empowering Integrated Care Solutions works with a network of community organizations to support service delivery, referrals, and continuity of care for the individuals and families we serve. These partnerships help ensure coordinated services and access to the supports needed to promote stability, independence, and well-being.
Accepted Insurances
We accept Medicaid, Medicare, and the insurance plans listed below. If you are uninsured, our Care Coordinator can help you apply for Medicaid. If you do not qualify, we offer a sliding fee scale to keep services accessible.

Many of our services are not covered under most commercial insurance plans. If you have private insurance, it is recommended that you contact your insurance provider for a list of in-network clinicians.

Sliding Fee Scale Program
If you are uninsured and not eligible for Medicaid, you may qualify for our Sliding Fee Scale Program, which adjusts costs based on your income. Contact our front office for details.
